Go to "Profile" on the black bar below the TIGForums logo. Then go to "Forum Profile Information" and insert the link of the image you want as an avatar.
(Note: If the image doesn't display after inserting the link, check if the link has "https" written in it and remove the "s" from it — this seems to at least solve the problem for Dropbox images, I can't say for sure if it works for other hosting providers)
