This is really interesting. I'm creating a game called Arcade Academy and for this game and I'm even building my own cabinet and was thinking of using an old screen for the desired effect but this is even better than the real thing. I'm already doing shader stuff as a final step on the entire screen for dynamic light sources and color reduction so adding something like this should be ridiculously easy.

Reminds me of the NTSC filter emulators are now using.

Also, look at interlacing, it think it helps with pixel displacement smoothing.
