So when people go to these things, do people usually already have a project they've been working on for a while, or they spin something together entirely over the weekend like a Ludum Dare contest?

You can do either, really. If you already have a project, it gives you a good chunk of uninterrupted time to work on that without distractions. Or you can use the time to prototype a new idea and see what kind of reaction it gets from other jammers. Up to you.

You might have luck contacting progrium or another organizer -- phubans missed out on a ticket last year and did this.
A few people also showed up briefly as well without formally registering.

Woohoo, I talked to Matthew Wegner, and got a ticket that way. I don't have a credit card, so we arranged something through paypal.
I hope to see people there, if only so people can ridicule me for my lack of progress on anything meaningful in my entire effort as an indie game developer. But more seriously, I hope that maybe I can collaborate with some others and hammer out a cheesy game over the weekend. I'm like a 30 minute walk from Hacker Dojo, so that's kinda handy.

I'm going to work on something I've already got started, personally. At the jams I've been to, it's usually a mix, though. Sometimes folks working on longer projects want a little break from their regular duties, other times it makes for a good place to just get other dev feedback up front.

I'll most likely be doing a quick 4-day game out there as a break-- I'll have just gotten done with a 3.5 month breakneck-paced dev for the uDevGames contest and the IGF, so I'll be itching to try something smaller and more experimental. Do we have MTG players going this year? Gonna have to bring my decks Heyo I'll bring my dungeon dice and a few decks as well!
