Hmm, not sure I like the noise on the low-resolution textures. You've only got so many pixels to work with, feels like it'd be more worthwhile to work it by hand.

The result met here reminds me too much of JPEG artifacts.

I usually prefer a cleaner look but this is pretty cool.
Don't JPEG artifacts alter the hue? This technique can have any level of alteration when you set the opacity but never touches the hue so I'm all for it. It's like a cheap and easy detail map  Smiley

There's another filter you could use to get a more straightened look of detail (For instance, wood grain going only vertically).

The 'Clothify' filter (I think it's Filters -> Artistic -> Clothify) generates a sort of noise only in a direction.
