As a progammer, I can tell you why this post doesn't really appeal to me: Making a Pokemon-style RPG is no small task. It's a big task, and I would only trust an experienced designer to pull it off well. As far as I can tell, you don't have much prior experience as a designer (and I don't either), nor any experience working on games of that scale as an artist.
The solution to this is simple: Start small. Propose a smaller project, one that you can finish in a few weeks. Then I'd be much more likely to want to work with you.
Having said that, I dig your pixel art. If you are interested in working on a smaller project, let me know, since I have many ideas I'd be willing to discuss (and I'd be willing to hear any small ideas you have).
