I remember solving this in multiple steps by essentially first considering the 4-neighborhood and then the 8-neighborhood. This does assume that the player has smaller or same size hitbox as a tile. Essentially first find the tile that the center of the player is on (P) then first collide and resolve against tiles with a 1 followed by a second pass by collisions against the tiles with a 2...
