The post above says pretty much everything you need to know, in any case here's a quick summary:

– submission fee is 45 EUR
- submission deadline is February 15th, 2014
- award categories are best overall game (3000 EUR prize), best local multiplayer game (1000), best punk/glitch/experimental/non-commercial game (1000), best game according to the audience (lots of glory but no money)
- for each category 5 games will be nominated and shown during the A MAZE. / Berlin festival in Berlin on April 9-11
