Connection between TIGSource and TIGforums

Hello,
I'm quite new here, but even after reading the rules and things to know on the forums, i'm still confused with the links between TIG forums and TIGSource, the blog.
I apologize if this isnt the apropriate section to post my question.

The blog publishes news and has a team of editors, and on the other hand there is this forum where we can post news about our projects.
How are these 2 things connected ? Is there any direct way to contact the editors and propose news, or do they just watch the forums and eventually choose what they like without people directly contacting them ?

Also , the townhall is for "advertising" our games. Is it only supposed to be for finished games or can it be any big news we want to communicate ?

Sorry if my questions seem stupid. I prefer to ask before doing anything inapropriate Durr...?
