It's more oekaki than pixel art.
I think that Nuclear Throne Character selection portraits are a good example to work with.
Try on working on a smaller resolution.

I'm thinking he's just looking really flat, and I decided it would be nice to sort of model these splash screens off the promotional art thing I made for the ladybug, where it's as a slight angle and it looks much better, I'll see how that looks.

Yeah those are good too, I don't think I really need to make it a lower resolution, because 640x360 is the resolution of the game, maybe I just need to figure out how to make it more pixel-arty with dithering and stuff.

Progress on this splash screen.  I am so lost when it comes to shading and I know the shading on the right horn is totally wrong.  Then the spikes and gloves are...just weird I think I'm not sure how to do this.

I also took your advice and lowered the res, it does look a lot better and more pixel art-ish.

Man I am going full retard with these reflections, I don't think a few of them make any sense but it is starting to look better to be honest.  And thanks AGAIN to the guy who said lower the resolution because I'm really happy the way its starting to turn out.

I may have gone overboard with the bling.
Now to animate this thing., will probably have the black bars close in, with a moving colored background similar to when pokemon attack in the show, then something like the character come in from the left.

Will these boss portraits always enter the screen from the left? From your gifs of the game it looked like you always advance to the right. So i would let them slide in from the right side of the screen, intuitively.

The portrait looks very good and the resolution is fine, too. Smiley

Edit: I'm not sure if the spark in the eye is needed.

I don't know why puush makes the gif so fast but I like the way it looks so far!  Might take out the shake, or maybe just make the letters shake?  I don't know how make it look cool.

So this is pretty much my first foray into animation, the other enemies and MC were so low rez I didn't learn much, but I learned a lot from doing animations on this guy.  This will be one of his attacks where he charges up a spin.  There's a lot of room for improvement but I learned a lot so I think the rest will be quicker.

Hopefully I'll have some more animations to post tomorrow.  I have this running animation but in my opinion it looks terrible..

As everyone seems to agree on, your animation looks great! Only thing I think I can point out is that maybe you want his whole body to be blurred when he spins? It seems kind of strange to have his fists spin so fast that they blur, but the ears (horns?) still kind of just wiggle. I dunno, it stuck out to me a little.
