I know may people like to look for tools in forums . Here are some of the best.
The first thing you need is an IDE (This focuses on Java development and mobile)
The Eclipse IDE is very good for beginners and advances users
If you target the Android platform download the Android SDK for development
Try to download third party libraries or Engines. One of the best is LibGDX.
If you want 3D environments try the Skyline Engine or Unity , UDK(Unreal Development Kit) here is a documentation in some of them
Skyline Engine
40 euro on purchase 20 euro per update. Uses C++ as programing language . 3D with terrain generating tools and imports a wide variety of 3D models. Easy to learn . Has Shaders and blending .
Skybox Editor . Road systems . Path Editor .
Conclusion
Compatible and functional and handy and easy to learn . Feature rich and affordable .

Unity
3D Game Engine with a rich toolset. Has a free version if you
 are a small studio earning $100,000 a year .
You can make games here but requires significant skill in programming .
Conclusion
Powerful , fast , handy and comes at reasonable price .

Wave Engine
Open source and supports 2D and 3D environments. It looks very functional and useful . It even has oculus rift support in the future and very good physics . Good rendering and great on tile maps .
You need a license if you wanna compile a game but it is free . Its an Xamarin license . I'm not sure how to get one but it should be relatively easy .
Conclusion
Open-Source , free , featured , low learning curve and easy to use . It need minor additions although . The requirement of a license to compile your game is somehow disappointing as you expect something "open-source" to be free in probably every way.
