I generally take it to mean that either I think it's quality but probably won't buy it, or that I will buy it or already have in a different format.

The only times I actually end up on Greenlight are when I go there specifically intending to vote for a game if I see it here or elsewhere around the internet, I honestly don't think that I have ever voted "no" because of that.
