I think it's a valid art style choice, but not a very good choice (there's a difference between valid and good). I can't imagine a game having any real reason to use it, but sure, it's a valid choice.

MSPaint is a (shitty) program not a style. You can do MSPaint "style" in PS if you want to. *sigh*

You can also do Alchemy "style" in Flash or Illustrator.  This is a silly point.

Art programs generally encourage a specific style, although you can do other styles using that program.
