Hey guys I am a programmer/designer, however I am looking into the options for getting into the art/animation side of things. All of my Google searching has lead me to the conclusion that Flash is dead? I am trying to parse whether this means just the Flash player in the browser is dead, or if the program in rendered useless as an animation tool as well. Can someone help me understand what about this program is dead or dying and if putting the effort into learning the program would be wise? Any advice/knowledge on the topic would be greatly appreciated.

Flash as a browser plugin is dying. Flash the "multimedia authoring and computer animation program" is alive & kicking, but will be renamed to "Adobe Animate CC" in the upcoming release.

You can still animate things and export them as GIFs or a sequence of images..
