I'm a beginning game developer and want to make a 2D sprite platformer in GameMaker. What size should I use for my (Human) character sprite?

Honestly you can use any sprite sizes you want! I think smaller sprites are easier to work with and make look okay without trying to put a lot of detail in them. Some people might find the limited space hard to use.
I found drawing around 16x16 is a good start. Its not too big and you still have a good amount of space to work with to make good pixel art.

Do you have an idea in mind of what the game your making should look like?

A Sonic inspired 2d platformer.
I want to make pixel art kinda like Momodora 4, Freedom Planet and such.

momodora 4 :     ~ 36 x 75
Freedom Planet:  ~ 40 x 50

the size of your character sprite is really up to you.
You should make a mock-up of your game to get a feeling about it and think about the game resolution (scaling up)

If you need a baseline you cant try getting inspiration from existing sprites:
