so how do i make sprites or game animations using only pictures and cut-out body parts?...any tutorials that i can find?

I would recommend Spriter.
It has a free version and you can get Spriter pro quiet cheap when its off on steam Smiley

ToonBoom, OpenToonz (I don't know for the cut-out with this one), Flash.

I use Spriter Pro. The dev made greats tutorial videos. I just miss a free transform tool.
I just started few days ago and I already feel quite comfortable with it.

What language/engine/framework do you use? You'll have to import your sprites and animations then figure out how to play them too.
