I've quickly jammed together a small game which is aimed at a niche market, I'm hoping, given how specialized the product is, it will be seen my most of the subculture it's mean for.
The last thing the game needs is a soundtrack, and I am not really committing enough money to this game to be buying custom music.
So basically I'm wondering if anyone knows where I might find new electro/techno producers looking to make a name who would like to have a track or two added into a game soundtrack in the hope of being noticed

If you are not wanting to commit money to a custom soundtrack, then you should be alright with settling for stock music. The whole "write for exposure" line has run its gamut.

There are quite a few highly capable musicians that post free to use tracks online, and I am sure you will find something along the lines of techno/upbeat in their domain! Examples:
