Plenty of games get praise for their story or characters when they're really not doing anything different or interesting. *cough* Bethesda *cough* I'm looking for games where the story and character development was so good that you still remember them today. I've played games like Gone Home, The Stanley Parable, etc. but was more looking for older games. The scope of the game I'm making right now is pretty small, so I think playing older games might help me not start daydreaming about adding features to my game. I also know I missed out on a lot of PC and console games growing up.

Undertale has some good characters IMO. Maybe look at that if you haven't yet? Not an older game though.

imo, the finest character work in a video game was that of "johnny five aces" int he unreleased "the underside". after killing him in the boss battle you got to pass through into a cave, which had a save point in it. except it wasn't a save point, it was actually johnny's journal, and each time you read it you progressed through about 40 entries with insight into who he was, why he was there, his feelings, and some plot exposition reframing stuff that had already happened. it was good stuff.

I liked the Metal Gear Solid 1-3 stories a lot. Some of the character quadruple-crossing still boggles my mind (won't spoil who). Fallout 2, the conflict between the Vault Dwellers and the irradiated people they were dumping their nuclear power on. Earthbound Zero has a pretty weird story if you read between the lines on things. The SNES one was memorable, moving from light comedy to just.. dark. I wish I could think of more indie games but most of those are focused more on mechanics & art & such!

Bioshock Infinite was a good mindfuck. If you aren't bothered by having only 3 choices in the whole game and adult content (which can be censored by an option AFAIK) I greatly recommend Saya No Uta.

Mass Effect 1 still has one of the better stories in gaming. The fact you can talk the final boss into committing suicide always stuck with me.
Other than that a lot have been said, but I'll second Planescape Torment.

Lisa.
It covers some really F@#%ed up themes in a very unique way. It's not something I'd easily forget. And playing it right after Undertale - it's a different story. No fuzzy feels or cute characters, just broken people.
And don't forget the Lisa the Joyful DLC - it's a mandatory part of the story.
