Hello everyone. I know A.S. probably gets a ton of submissions per week for indie games but does anyone know if they respond even if it's a "no"?

Assuming you followed the submission guidelines they'll send you an email (see point 4 on the list).

I think they don't get nearly as many submissions as you'd think.
The guidelines require to put a pitch together, and the average Joe would be incapable to put this together.
So, granted you have a good idea, and a team to produce said game (see bottom section), odds are looking good.
I've worked with AS in the past, and they're a very creative lot!
