I know that (I think it's a critics that said it) but it seems the quote terms as been reversed for the picasso attribution (steal-copy have been switch). BUT I keep quiet because it's easier to go with the crowd as someone is likely to have heard it.

Why would he have said that though? Picasso was an artist who spent almost his entire life making up his own style, why would he say something as contrary to his principles as "Great artists steal". People are naive and dumb sometimes.

Copying implies reduction of value, adding nothing new. Simple, mindless and often imperfect reproduction. Stealing implies taking an element from something and making it truly your own, something a merely good artist could never do.
Though dumb people like to misinterpret it as "my sonic recolor is fine art"
An example could be Moebius -> Miyazaki. Miyazaki's style is striking, unique and immediately recognizable, yet the influence is unhidden and clear as day.
Maybe someone who actually knows about art history could give you an example that isn't comic books.

longer answer: it depends on what you do with it. If the work is not under a free licence and you publish it without permission, it's copyright or patent patent infringement. If you copy e.g. a highly valued painting and pass it off as the original it's fraud. If you just keep it for yourself it's a good exercise hope you learned something. theft however, nno
