you've got a good start to a color scheme, but it seems very.. lackluster. Why is the background just blue? If this is in a city, why are the buildings so far apart (and what about buildings miles away? we'd still be able to see them.) What are those red bricks and how are they floating? You'll want to create a theme for your levels that makes sense. I know that's really f-ing difficult with a platformer. I'm making one myself. But it really makes your player feel like they are the character, not controlling a character.
I really like your shading on the clouds btw. This is a good base. Just start adding more to it.

My problem does seem to be establishing a logical world since I tend to drift way off into weird-land. Thanks for your feedback though, this will definitely help moving forward.
