Hi, I need to create pixelart with non-square pixels, like the 2x1 fat pixels of the commodore 64.
Most graphic editors have brushes that can achieve this, but they won't force them to be in multiples of the pixel resolution, so it wouldn't work.
Or is there any way to achieve this in photoshop?

You can work with any pixel aspect ratio you want in photoshop (view>pixel aspect ratio). I haven't tried using it myself, since I don't actually do my pixel art in PS. Seems pretty straight forward though.
