Maybe this has already been answered somewhere, but I couldn't find it

Under what circumstances does the "new" badge appear next to a post? To be clear, this is the little icon that takes you to #new to read the latest post.

I had just assumed it would be for a new post, or perhaps an old post with new replies, but I've seen posts with examples that run counter to that assumption.
(my context is wanting new readers to be able to go directly to the latest update in a devlog)
