and I can't find anything online if anyone can help that would be great

Don't double post.

Learn to pixel, and learn to draw manga. Once you've done that, you can experiment and study others. Even if you do manage to find an "anime pixel art tutorial", it won't help you in any way unless you already know enough about pixelling and the manga style to understand it.

Also, you don't seem to actually know anything about manga, so I would suggest looking it up or something before talking about it.
