Yes, Macbook air is good for those tasks, just way overpriced like all Apple products.

Photoshop works better than on pc. Programming really depends on what you want to use and if there's a mac version for it.

The answer is:  Whatever one you can use most often and easily.

Buying an expensive guitar is not the key to learning.

If you are asking if you need an expensive laptop to start programming then the answer is no, not recommended.

Yeah it is good. I bought mine in 2013. However, I recommend against it. Apple discontinued Air so you can get only 2015 versions at best and it is far from a good deal. So I'd advise you to get something else or if you really want Apple, then Macbook Pro.
