Does anyone have a good place to find examples of internet static? Like pixels that have a ripple effect on them, almost like malware. Trying to give pixel art a rough un-tamed look.

I never heard this term 'internet static' and I'm not sure I know what you mean by it. Maybe you mean stuff like compression artifacts? I guess one could associate that with internet, seeing how we compress images and videos on the internet

There's a number of tools around that try to imitate glitch artifacts and image corruption. Pretty sure this is what you're referring to.
