Usually in any case if its illegal they'll take advantage of it from what i've seen. But is this 100% true? I've had a friend tell me that it's not illegal as nintendo used the soundfonts for Oot on a public library or something like that. Like All the sounds are from different keyboards and sample CDs is what he told me. Is he right on this?

Have you tried looking for the original source of the sounds? If you did find it, then it would be pretty clear cut whether or not you could use the sounds, right?

The sfx would 100% fall under Nintendo's copyright. Whether they would care enough to ever go after game is another matter. Honestly probably not.

But if you're planning on selling your game at all, I would avoid it completely. Not worth the hassle or risk, and sound effects are a good thing to practice doing on your own.

Well how come games that've used nintendo game soundfonts have went out under the rug completely fine? Like earthbounds stuff being used in many rpgs for example

You can make a sound sound exactly like Nintendo's sound. A sound idea is to be original and create your own sound.

Does this sound a sound idea?
