Hi! There are a lot of options. If you wanna try a more visual approach (but still work with logic as you would when  programming), give Construct a go: http://www.scirra.com/

GameMaker Studio 2 is kind of awesome, too: http://www.yoyogames.com/

I also love Unity because it can do 2d and 3d and has lots of porting options, but it might be a bit hard to get into for beginners: http://www.unity3d.com

Unity is completely free with all features in place, btw.

If you are interested in diving right into programming but have little previous knowledge in it, I would suggest Javascript and the Phaser game engine. It is extremely simple to get set up and to start using. While people have a lot of different opinions on Javascript, it is hard to deny it is a decent intro language because it is forgiving, dynamic and has automatic memory management. You don't need to have a CS degree to use it and get results. It is also one of the most widely-used and in-demand languages in the world so if you end up pivoting into non-game software development (which a lot of us do) you will have learned a language you can use almost anywhere (Web, mobile apps, desktop software, server-side development and more).

Another decent option is Game Maker Studio, it's ideal if you don't have solid coding skills.
There also happens be be a big discount for it on humble Bundle right now
