SpriteUV to pack your atlas with triangles which makes smaller atlases than standard tiles packer. TexturePacker can also makes atlases with triangles and have more options to manipulate the output image or file.

CastleDB to store your game data. It can be easier to use than excel and you can export localizable texts and Haxe type (it's great because CastleDB makes all types you create available in your code).

0CC-Famitracker - A fork of Famitracker, a NES music tracker with NSF and WAV export. Supports NES music with 2A03 and multiple Japanese expansion chips. Still updated, unlike the vanilla Famitracker.

Krita is an easy image creation/manipulation tool. https://krita.org It's very capable and has a nice UI. It's free!

Bosca Ceoil is a music creation software, also free. https://boscaceoil.net. It's powerful and easy to use!

Tilengine is a rendering engine that can be used to create 2D games in the style of classic consoles.

By itself it doesn't actually provide all that much. And most people need more than just low-level rendering. But combined with other technologies or engines, it becomes considerably more useful. It's also one of the better options for anyone interested in making games on the Raspberry Pi.
