In 1997 MicroProse made an RPG of Magic The Gathering for PC. You choose an avatar, pick a color and you're on your way to good time.

Roam around the world winning cards from opponents. Save scumming so you don't lose your good cards. Delve into dungeons to obtain the power nine. There are other rpg elements like one time use relics. This is the best game that nobody talks about.

holy shit I did not realize this was Sid Meier!
thank you for that info.

yeah you move around the over world 3rd person camera view, point and click to move heroes of might and magic style. random wizards run after you and if they touch you will be put into a match.
there are also points of interest on the map and you get cards for entering them i.e. a marsh will give you black cards/swamps.

My favorite bit was that as you powered up the random battle guys ran away from you instead of running at you. So rare that RPG style over-world battles do that but I love it, stops you from fighting the little guys over and over.

 Wizard
yes!
iirc the enemies still run after you ,but on the ante screen before the match they forfeit and give you cards.

I loved this game. To this day I wonder how they did the game logic and AI, there were a lot of card rules...

I believe the expansion go up to and including Antiquities so I imagine around 500 cards.

Sometimes the AI fails and does really foolish moves like take mana burn.

the computer can be overpowered, esp. in the dungeons so I'll take what I can get lol.

I have not played Etherlords II

https://www.giantbomb.com/etherlords-ii/3030-4884/

Etherlords 2 is a strategy card-dueling game with RPG elements. The game features an overworld map on which the player controls a single hero completing quests and trading in various shops as well as a card based combat system similar to Magic: The Gathering.

seems very similar to the design of Shandalar.
Thanks for mentioning it, Silbereisen.  Hand Metal Left Hand Metal Right
I love these obscure games that time has forgotten, once I get passed their crazy UI of course lol.
