need suggestions for setting up twin stick shooter controls

Hi i thought i'd ask for advice on how to go about putting this project together. i want to be able to control the player using either mouse and keyboard or game controller to aim independently of moving direction, something like Hotline Miami or Helldivers for example. i am using Unity 3D, with playmaker and need some ideas on how to go about making this work. ive managed to do it on a previous project, but that only worked for controller and i'd like to include mouse / keyboard for this project.
