The Legend of Zelda: Ocarina of Time
When I first played it, I was completely amazed by the degree of interactivity,
the atmosphere, the level design, the pacing of everything and the variety of things you could do.
Most games that are popular nowadays give you barely any possibility to interact with the environment and often just have a few gameplay segments that get repeated infinitely (mostly consisting of quickly clicking on enemies popping up on the screen to shoot them with a large quantity of automatic weapons that all feel the same).

 Released in 1999 and I still love it. Aged so well. You can get it for free these days. I highly recommend setting the difficulty to simulation and turning off the music though. |

Unanswerable question, too vague. But if I were to choose I'd say DOOM 1993 in 2021 has more gameplay than you'll ever find in any other FPS if you know what mods to stack.
