All fantastic, well done.
However, I believe the whip in this is rather too thick, looks more like a sausage than a rope Tongue

Wow, ArdentSideburn, you really make me want to contribute more with every post you make. I have got to find some more time!

P.S. Besides the whip being too thick, awesome as always (especially the cape)

Yeah, the whip should decrease in thickness towards the tip (see examples: [1] [2]).

But the animation is still really good.

A thick whip will be more visible, though. It was pretty thick in Spelunky, too, probably for that reason.

I love the machete animation. It's the best thing ever.

The cape animation would be perfect for a recovery move. I think it's worth changing the move list for. After all, you can't have both the cape and jet pack at the same time, and the jet pack, while a very important item, doesn't perfectly fit the Spelunker's theme.

This means that the ^A slot is now open. I think keeping it simple and replacing it with a whip attack angled upwards (at about 45 degrees) would be fine, but I'm certainly open to suggestions.

The entire whip doesn't have to be skinny. Just slightly towards the ends. It'll still be just as visible.

And I disagree, the whip in Spelunky wasn't thick. It was a one pixel line with a brown outline. Then again, that's the best you can do with the sprite size it used, and enough to convey that it was a whip at that size. It's not really fair to compare it to a sprite several times the size of the original.

It should probably be more like this shape.

Maybe a little thicker at the end.

For the ^A attack, just throwing this out there, but how about he shoots his pistol upwards?
I mean, it would look cool (imagine he pulls a Luger out of his coat).

And also, in the first post you made an error, instead of ^S you wrote ^A.

Idea throwing out there: How about the bow with the arrow going in a high ark?

Edit:It would also be cool if people could pick the arrows up if you missed like, in spelunky :D

Yeah, I like it too. Sort of like Yoshi's egg throw in SSB.

We could make it it chargeable and maybe partially aimable like the egg throw too. (Although it might work better without aim)
