I don't think it's your problem, all gifs, no matter where, tend to get slow in IE/Chrome.

for all you game designers, im gonna make a set of bubbles that can be customized as seen above. since it's not too much work, i'll probably make around four hundred million of these so everyone gets what they want.

It's good, but it looks sorta funny; I think it's partly because it's hard to tell his left and right limbs apart.
