Back in the day I ran across a community (fan-based) for a certain anime, I saw someone there had worked on a sprite simililar to the mortal kombat games but the sprite was of himself does anyone know a good place with tips on how to do that?

Rotoscoping wasn't used for Mortal Kombat though, they used digitized sprites. Check out the Making Of Mortal Kombat 3.

I guess you could say they are rotoscoped and then digitized. Other than that fan-made example I've been playing sub-zero mythologies, the first boss battle is just so rad looking it got me interested.

No you can't say that. Rotoscoping is the act of tracing video footage by hand. A good example of a game that used rotoscoped characters is
