a normal forest on a nice day, with plenty of happy animals, but in the center a single skull

This maybe not be 'spooky', but maybe trees peppered here and there that look like they belong to different seasons.  One tree is dead and bare, one looks like it's in the summertime, one is just blooming, one looks like autumn.

Yes, that's indeed a very cool minimalistic spookiness  Smiley

How about having eerie silhouettes in the background
running behind the trees far off in the fog?

If at all possible within the game's engine and style, shadows would be great. Tall, ominous shadows, with smaller ones flitting in between once in a while. Heck, it would be really neat if whenever you went past shaded areas, there would be strange sounds and eyes that pop out around your area. It would make the player want to avoid shadowy areas, whether or not they're actually dangerous, which would really add to the "creepy" feeling. Again, though, it really depends on your game's mechanics and style (and just how creepy you want this forest to be, I suppose Cheesy).

Oh, it's a platformer (although it would be amazing in 3D)
