I'm a programmer who's terrible at pixel art, but trying to get better. The facelessness is intentional - this is for a zombie infection game, so I think it fits in well with the post-apocalyptic setting.

Also, you really need to re-think your color choices for the soldier, or for the background behind him. A character like a soldier needs prominence, and the combination of the soldier-sprite and the background is blending together. You need some contrast there, so that the soldier stands out boldly from the background behind him.

Usually you make background brighter and less saturated than the foreground.

Better than i could do :D (And i have to try soon...lol)

only comment i'd make is he seems a bit squarish, like he's designed to fit into 2 tiles exactly

Did you make some sketches before you started? Or maybe looked up some images on the internet for reference?

Also, that helmet looks like hair now. Maybe you could make his face less round?

I think faceless could work but some definitions would be more interesting to look at.
