This man doesn't need an artist. And yeah, the chin/mouth thing is a bit of a problem, I suggest getting rid of the chinmouth altogether. I don't think it adds much. Or, you could move the cigarette down into the chin mouth. So then it would be a smoking cat with a :V face.

awesome idea with the greenscreen, I'd recommend trying to light it more evenly if you can so that there is less off a gradient across it. Will help tons with keying it out (unless that isn't important)

You don't need a green screen to rotoscope. You only really need a green screen for chroma key compositing.

I'm not totally sure, but I think he's filming people/himself dance, and then looking at that footage, extracting some frames, and spriting them.
