If you're talking about the arms, I think they're meant to be exaggerated.
However, the chest/neck area is kinda iffy, I think shortening the torso would be better.

No problem with proportions, since there are no anatomy at all. Torso is simply wrong, hands grow out of neck, etc.
Also design is quite garbage, there are too many elements, which work for themselves and conflict each other.
