Anyone recalls from Atari? Does that qualify as "cockpit game"? If I get three days to work on a game in next month I may try do something. I'm exited to see all the space games that come out of this, because I see a lack of many decent games where you control spaceships. (if you know any, please point them out to me)
My current idea is one of a more...unexpected cockpit. I hope the idea works out well.

Raycasting engine for 3D cockpit games. No 3D modeling required.
And if I understand correctly, the competition is more about making a game which uses cockpit-like interface, not necessarily about making a game which implements cockpit-like interface for 3D movement.
With this in mind, any kind of interface can be made to be cockpit-like.
Some ideas:
-- Cockpit interface instead of keyboard interface in games which feature protagonist. A communication between you and main character can be established via cockpit-like interface. The type of communication you want to implement is up to you - as in whether main character is acting like robot which just follows your instructions or whether he has his own goals and needs. Experimenting with different communication styles is something keyboard interface is not friendly with.
-- Interactive art using cockpit-like interface. The visual representation does not need to simulate physical world. Do something artistic.
-- Audio game using cockpit-like interface. No need for visuals.

To people who can't 3D: You can make fake 3D a la Sega (think space harrier, outrun) You don't even need to make a 3D game, you can make something like myst or samorost with a cockpit control. Also: stop whining

I can't find any screenshots, but the shot in the upper left corner of this box art: http://www.mobygames.com/game/win3x/critical-path/cover-art/gameCoverId,46954/You mostly watch the protagonist on movie cameras on that viewscreen, and have TONS OF BUTTONS to operate machinery and sometimes weapon traps (and give her messages on her wristwatch) to save her. Occasionally need to flip through madman's journal to figure out what button does what. It was like a thirty minute game but still. Seems quite do-able even in a side scroller.

The camera control game idea sounds good. There was that The Experiment game which did something nice with that kind of interface. Demake of such game would be nice. Another idea for 2D side-scroller people. "Save the princess from the control room."

I can't enter this as it's the month prior to GDC and I have loads to do. But I had an idea that might suit people who don't wish to use 3D:
Make the cockpit take up the entire interactive view space. The vehicle has no view screen.
You could have extra views, that show some of the action external to the vehicle, but your main gameplay is o keep the lights or dials or whatever on the actual dashboard all functioning correctly, while people radio in messages or bark orders at you, or yell frantic battle reports at you incessantly.
This could be done entirely in 2D - even the external view could be a top down affair.

Eh-hey, I've already got a fake 3D Space Harrier-style engine that never got made into anything. Perhaps its time has come... I'm sure there are a lot of possibilities out there that don't require 3D, fake or otherwise. For some reason, the last level of Gunstar Heroes came to mind, where you're fighting towards the main villain, as viewed on a monitor in the villain's control room, and he gets angry and sends his minions out at you through the door you're fighting your way towards... Anyway, I'm sure we'll see a lot of interesting interpretations. TIGSource folk are a resourceful bunch.
