suddenly I realize that 'gameplay focused' and 'design focused' are on the list of things to be potentially cut??
so 1, 4, 9
but only if 1 is a storyline that reacts.
otherwise, 5 all the way.
in conclusion
1+4+9, or 4+9 with 5 on the side if the previous is not possible or likely.
 ALL OF THEM! ( yes I'm being as helpful as u were when I asked that question ...  ) That was my goal all along  Guh! Only three?

Is it related to the gameplay at all or just eye candy? I can imagine it being a nice save point. Whenever you load your game a train comes and drops you off there. Or it could drop off some unsavory characters at random that harass you as you try and complete the level.
