I figure it should, though that's kind of a weird way of calling PHP. I'm used to using mod_php/mod_perl/mod_python/mod_wsgi. Honestly I've never written or installed a .NET/Mono webapp so I can't give much advice beyond more generic Apache stuff.

Really? Are you sure you mean ".exe" there? Or is your server running some sort of Windows OS? (Apache-based servers are typically running Linux, where the ".exe" extension is never used.)
