I see this - the "Five year old designs a game compo". Performed in phases:
1 You get small children to come up with game design concepts, list them out. 2 Devs take those concepts and develop an engine, some assets, and some initial content. 3 The kids come back, play the games made in step 2, then offer additional suggestions to further refine the game. 4 Complete games. Compo complete.
The third phase is to try to prevent the concepts in phase 2 from just being shoe-horned into traditional game concepts, such as a creative idea for a "Shopping" game turning into a platformer about collecting coins (I know a five year old that is consistently upset I don't own any games about "shopping" that do not feature monsters).
