This looks very promising!  It's a (growing) collection of design and content creation webapps. 
Right now it's got a bitmap editor, an image effects thing, a vector editor, and a palette thing (like kuler or colourlovers) I've only doodled in Phoenix and Raven, but they're pretty nice.  They've also got a bunch of other apps in the works. Stuff like an audio editor, font creator, 3D modeler (how that's going to work is beyond me), video editor (same with this), and some other stuff.

Ambitious, but looks like it could be nice. http://aviary.com/

Peacock is great, there aren't enough procedural art apps out there.
