I find the NA one overdone ONLY in the depiction of the characters, but they are the focal point and it's hard to ignore them. I quite like the background and the Roger Dean-esque creatures, although the 'eye in the sky' image is a bit derivative. Of course, that could be said about the JP version too. I like the Japanese one because it tells you more about the game without having to cram the back full of text. There is a massive force encroaching on the world, and a soldier sets forth to fight it. One of his companions is a strange and clearly inhuman female, trapped in a nightmare of biotechnology. The NA cover seems to say 'Elderly man and horned girl in space are afraid of... something'. My interpretation, I guess

Theophilus, the "left" breast you were referring to is actually her right; look closer to the bottom of the picture and you can see the folds for her actual left breast, making her chest nearly parallel to the viewer.
