It used to be the Design Innovation award, but this year we split it into Excellence in Design (rewarding craftsmanship, for example polished level design, game balance, or difficulty), and the new Innovation Award (games that push the medium).

To use furniture as an analogy, a finalist for the excellence award could be a pretty normal-looking couch, but it'd have to be damn comfortable.  A finalist in innovation might be striking, although not very comfortable to actually sit on for long periods of time.  Make of that what you will!
